Lowering remand rates needs policy change, expert says
Saskatchewan could easily reduce the number of indigenous people in remand with a policy of laying fewer administrative offence charges, a senior law professor says.
“That is a policy question for the justice system and particularly for prosecutors and the police. They don’t have to charge people they find breaching some release condition,” said Norman Zlotkin, an adjunct professor at the University of Saskatchewan College of Law.
