Police said the pursuit lasted less than a minute, and a number of people from the vehicle were put under arrest.
Shayne Gervais was working inside a nearby shot when he heard shots being fired.
“It was very rapid, a loud burst, and then it was over,” he said.
He saw officers circling and helping a man lying on the ground who wasn’t moving.
“I saw them bring him a pillow and put it under his head. They all had gloves on and were working on him.”
Chief Danny Smyth said the adult male who was shot was rushed to hospital where he was undergoing surgery.
Const. Rob Carver said no police officers were hurt.
As is protocol in all officer-involved shootings, Manitoba’s Independent Investigations Unit will take over the investigation.
