The politics of shooting at moving cars
As reported on LawOfficer.com, police agencies across the United States were busy during 2016, modifying their use-of-force policies to prohibit or substantially restrict officers from shooting at moving vehicles.

The Police Executive Research Forum (PERF), had previously included Principle #8 “Shooting at vehicles should be prohibited” in their Guiding Principles Document.
According to the PERF Guiding Principles Document: “Agencies should adopt a prohibition against shooting at or from a moving vehicle unless someone in the vehicle is using or threatening deadly force by means other than the vehicle itself”.
