VPD promotes Chow, Flamand and Bruce
Vancouver Police Department has promoted Supt. Howard Chow to deputy chief and inspectors Marcie Flamand (photo) and Martin Bruce to superintendents.

The selections were announced after an internal completion was held following recent retirements, including Deputy Const. Warren Lemcke, who retired at the end of September.
