According to a CBC web article, Chris Jackel, a guard at the maximum-security Central North Correctional Centre in Penetanguishene, Ont., posted about the inmate’s conditions — which included a cell soaked in urine and feces — in a series of tweets in May 2017.

Jackel then posted a copy of a letter from the Ministry of Community Safety and Correctional Services, dated July 19, calling for a meeting to discuss his “inappropriate use of social media.”

Warren (Smokey) Thomas, president of OPSEU, then sent a letter to Marie-France Lalonde, minister of Community Safety and Correctional Services, regarding the recent media attention focused on the Central North Correctional Centre, addressing the mental health of inmates or propose alternatives to segregation.
