When the public loses confidence and stops viewing the police as legitimate, the public will scale back the powers of the police (typically through changes in law) to limit any further harm. The downstream social and monetary cost of inappropriate police use of force now outweighs the cost of a re-investment in police use of force training. Monetarily, wrongful death or fail to train lawsuits can bankrupt cities.
